Ipieca/IOGP Update Spill Preparedness and Response Guides

Ipieca and the International Association of Oil and Gas Producers have updated their “Incident Management System for the Oil and Gas Industry,” “Oil Spill Exercises,” and “Responder Health and Safety” guidance documents.

Ipieca, the global oil and gas association for advancing environmental and social performance, and the International Association of Oil and Gas Producers (IOGP) have created the good practice guide series to help align industry practices and activities, inform stakeholders, and serve as a communication tool to promote awareness and education on marine spill preparedness and response. They recently updated three guides in the series.

Incident Management System for the Oil and Gas Industry
An incident management system (IMS) is essential to optimizing response times and efficiency, providing clarity in command and control, improving resource coordination and communications, and facilitating the cooperation and integration of responding organizations.

This document introduces the common elements of an IMS to stakeholders who may be called upon to work together to provide specific expertise, assistance, or response resources during an emergency, including contractors, governmental entities, and response agencies.

Oil Spill Exercises
A well-designed and well-implemented oil spill exercise program will enable personnel to simulate emergency response actions in a controlled, low-risk setting, providing the opportunity to assess, clarify, and improve plans, responsibilities, and coordination.
 
This document is aimed at those responsible for ensuring that oil spill contingency plans are practiced and verified, providing guidance on developing an exercise program that is suitable for meeting an organization’s or facility’s requirements.

Oil Spill Responder Health and Safety
When an oil spill occurs, the health and safety of those affected, including the public and those responding to a spill, are of the highest importance.
 
This document focuses on the practical and technical safety considerations that need to be dealt with when responding to an oil spill. It aims to identify the principal health and safety issues when an oil spill occurs, their degree of severity, and the practical steps to minimize the effects of the spill.
