Vietnam LNG-to-Power Project To Use Jetty-Less Technology

The metocean and tidal conditions led to the development of the jetty-less solution for the project, which Delta Offshore continues to push toward FID.

Delta Offshore Energy’s offshore LNG-to-power project in Vietnam will use Stena Power & LNG’s jetty-less LNG receiving and regasification technology as it works toward a final investment decision (FID). After 2 years of cooperation, Delta Offshore signed a technology license agreement with Stena to use the company’s floating jetty-less autonomous transfer system, and self-installing regas platformsolutions to provide energy to the 3,200-MW power plant in Bac Lieu Province, Vietnam.

“The metocean and tidal conditions in Bac Lieu are very challenging from a traditional floating storage regasification unit (FSRU) deployment perspective, so we had to collaborate with Stena to think of ‘out of the box solutions’ in order to make this work, thus the development of the jetty-less solution for our project,” said Bobby Quintos, managing director of engineering for Delta Offshore.

Quintos added the lower capital expenditure and modular design also fits Delta Offshore’s model of innovation and efficiency in its LNG-to-power solutions.  

The technology agreement with Stena follows a recent announcement that McDermott International will provide front-end engineering design for a subsea gas pipeline connecting an LNG regasification platform approximately 22 miles (35 km) offshore to the Bac Lieu power plant.

Australia’s Liquefied Natural Gas Ltd. signed a deal with Vietnam in September 2019 to supply the project with LNG from its Louisiana-based Magnolia project. In a memorandum of agreement, GE is also Delta’s exclusive turbine supplier and will support the company’s development of the power plant including technical and business development.

The project is the first coal-to-gas conversion, the first integrated LNG-to-power project in, and first floating LNG terminal in Vietnam. The project is led by Delta and a consortium, including McDermott, Stena AB, GE, and Bechtel.

Delta said in early August it was offered an accelerated timeline for approvals by the government of Vietnam thatwill reduce the time to FID in exchange for providing a fully private solution to Vietnam’s energy needs.
